The committers for the Google Wave Federation Protocol project are currently all from the Google Wave engineering staff. Like most open source projects, new committers--from Google or otherwise--must show an ability to contribute effectively by producing high-quality code, engaging in productive design discussions, and demonstrating repeatedly that he or she understands the core philosophy of wave.
